“The European Union is looking to finalise its guidelines on how much patent holders should charge for their technologies by the end of the year, reports Reuters, citing the European Commission’s deputy director general Antti Peltomaki. The guidelines will not be legally binding but could provide a basis if the EU executive decides to enact rules in the future. Although the so-called “fair, reasonable and non-discriminatory” (FRAND) licensing model used by chip maker Qualcomm currently predominates, other models are in use and the EU wants to set a uniform one for Europe, said the report.”
